Horticulture seat allocation imbroglio.<br /> <br /> In a representation to the Chief Minister of Nagaland signed by its president, Tongpang Ozukum, and general secretary, Esther Rhakho, the NSF noted “confusion in regard to nomination/selection of candidates against the seat allotted under State Reserved Quota and NEC Reserved Quota.”<br /> <br /> It informed that the State Common Selection Board in a meeting on December 10, 2010, agreed that Technical Education department will be the only Nodal Nominating department for study of various technical courses through State JEE. It was also recommended that a copy of the meeting minutes be sent to NEC as well as to all the HoDs under the Govt. of Nagaland for strict compliance. “However since no such information was notified or circulated to the Head of Departments or to North East Council (NEC) there was confusion and misunderstanding between Technical Education and Horticulture department,” claimed the NSF.<br /> <br /> Moreover, it informed, there are other departments like Fisheries, Sericulture and Tourism which also receive letters from NEC for nomination of candidate to scientific study course under NEC reserved quota, “which it is learnt that the concerned department themselves nominates the candidates as it is being sponsored by the concerned department and not by Technical Education Department.”<br /> <br /> In the recent B.Sc Horticulture seat allotment imbroglio, the NSF stated that it detected “certain lapses and negligence on both Technical and Horticulture departments.” It has thus demanded that the Government “thoroughly investigate the root–cause for creating confusion and misunderstanding between the Technical Education and Horticulture department in allotting/nominating B.Sc Horti seat and bring out in white paper the lapses, negligence and misconduct of both the departments.”<br /> <br /> The Federation demanded for the Government to come out clear on “whether Technical department should select/nominate both State Reserved Quotas and NEC Reserved Quotas. If Technical department is entrusted to select/nominate candidates for both State and NEC Reserved Quotas, then what about those departments which also select/nominates candidates by themselves under NEC Reserved Quota. Government should unbiasedly apply the same yard-stick to all the departments.”<br /> <br /> “In order to avoid such confusion and lack of communication between the departments in future, all Agri and Allied departments should be included in the State Common Selection Board as members,” the NSF stated, as also that the Government should “immediately convene a joint meeting of all the member departments of State Common Selection Board, Planning Department and all Agri and Allied departments to streamline the over-all selection/nomination system conducted by Technical Education department. Elephant being a schedule I animal under the Act, the release said, illegal possession of ivory tusk is an offence under section 40(II) and 44 of the Act, which is punishable with imprisonment of 3-7 years.<br /> <br /> According to the release, the arrest may further unfurl information about a network of illegal wildlife trade suspected to be taking place in this region. Hek on Wednesday declared that all the Secondary schools in Meghalaya will have access to free Wi-Fi connectivity within a couple of months.<br /> <br /> Speaking at the first meeting of IT Ministers and Secretaries on various initiatives under the recently launched Digital India programme held at New Delhi on Tuesday, Hek said that the Digital India programme also talks about school books being converted into e-books.<br /> <br /> In Meghalaya, the Class 11 and 12 syllabi are already available on mobile tablets. Last year, the State Government had distributed 25,000 of these tablets to students of Class 12. The scheme will be implemented this year as well.<br /> <br /> The meeting was chaired by Union Minister for IT & Communications, Ravi Shankar Prasad.<br /> <br /> The Digital India programme was approved by the Union Cabinet on August 20 and was announced by Prime Minister Narendra Modi during his Independence Day speech.<br /> <br /> The overall scope of this programme is on being transformative, i.e., in the words of the Prime Minister, to realize IT+IT = IT, meaning Indian Talent + Information Technology = India Tomorrow.<br /> <br /> Hek said that Meghalaya has already completed one round of the Universal Digital Literacy programme, and is planning for the next round through the Common Service Centres.<br /> <br /> Hek was happy to note that the Digital India programme plans to set up BPOs for every North Eastern State. Towards this end, the Meghalaya Government has already allotted 70 acres of land for setting up an IT Park and has engaged a consultant to prepare the Master Plan.<br /> <br /> The State is eagerly looking forward to the Centre’s active support in building the Technology Park in Meghalaya so that the dreams and aspirations of the young people of the State can be fulfilled.<br /> <br /> Regarding the e-Healthcare component of the Digital India programme, the Minister stated that the Detailed Project Report (DPR) has already been submitted to the Centre about two years back, and that he was eagerly waiting for the necessary funds to enable the State to implement this important project immediately.<br /> <br /> In Meghalaya, under the National e-Governance Plan, all the Core IT infrastructures are operational in the State. The Meghalaya State Wide Area Network (SWAN) and State Data Centre (SDC) are fully functional.<br /> <br /> The State has 225 vibrant Community Service Centres (CSCs), popularly called as Rainbow Centres run by rural folks. The State Service Delivery Gateway (SSDG) is also operational which helps in integrating various e-Government services seamlessly through the Meghalaya State Portal.<br /> <br /> The Digital India programme also mentions about the plan to extensively use Cloud Technology. The Minister shared that the State has already selected an implementation partner to make the State Data Centre (SDC) Cloud enabled.
