<br />
It may be mentioned that the State Government had recently signed a pre-implementation agreement regarding the four hydro power projects with NEEPCO.<br />
<br />
In a press statement, NEDF said that the authorities, in order to maintain transparency and accountability, should also make the detail project report public.<br />
<br />
Further, NEDF urged the authorities concerned to carry out upstream and downstream impact studies of each project by inviting independent expert panels.<br />
<br />
Reminding bitter experiences of Loktak Multipurpose Project, NEDF said that NHPC implemented the project based on an unsystematic (not field oriented) project investigation report.<br />
<br />
At the initial stage of the implementation of the project, the authority allegedly bluffed the people of Manipur by giving false promises like the project would reclaim 60,000 hectares of land and would be distributed to the landless people, another 40,000 hectares of land would be lift irrigated for double and triple cropping, etc, the press statement said.<br />
<br />
It added that the people of Manipur were so happy with all these expected facilities and day-dreaming for the growth of pollution free small/medium scale industries with the power available from the Loktak.<br />
<br />
However, on the contrary, after commissioning of the project, a huge area of cultivable land remained inundated for all the time.<br />
<br />
People of Manipur definitely need power, however, while developing hydropower projects, both the Government and implementing agencies should consider aspects of environment, socio-culture, displacement and sustainable livelihood of the indigenous people etc.<br />

Despite the road being the only means of communication for the villagers, due to the deplorable condition of the Kashimpur to Laisabithol road, even school going students undergo a lot of trouble to reach their school in time, they lamented.<br />
<br />
Villagers told local media persons that some portions of the road has eroded by the flowing water of Ahmedabad canal at Ahmedabad village.<br />
<br />
Although measures were taken up to reconstruct the eroded portion of the road, the erosion has only got severe.<br />
<br />
The village authorities and the students of the four villages had approached the authority concerned repeatedly, the most recent being on August 26 at the office of additional Deputy commissioner (ADC), Jiribam, however no necessary steps have been taken up by the ADC so far to repair the road, they continued to lament.<br />
<br />
As a result of government negligence, the village authorities as well as club members and students of the four villagers are constrained to launch an agitation from the mid night of September 5 by calling an indefinite bandh along the road, they said.<br />
<br />
The villagers added that until and unless the government authorities take up any appropriate steps to improve the road condition they will continue with their agitation.<br />

According to the home ministry, in the past three years, crimes in which people from the northeastern states are victims have gone up by 270%.<br />
<br />
The data gives credence to observations by the government-appointed M P Bezbaruah committee that people from the northeastern states are racially discriminated against in Delhi. The 11-member committee, formed after the fatal attack on Arunachal Pradesh student Nido Tania earlier this year, recently submitted its report to the government where it held that 86% of northeasterners living in Delhi had faced some sort of racial discrimination.<br />
<br />
Between 2005 and 2013, close to two lakh people from the northeast migrated to the Capital. The home ministry data shows that crimes against people from the northeast states increased from 27 in 2011 to 73 in 2013. The crimes that witnessed the highest increase were on expected lines: molestation, rape and hurt. While molestation increased by 177% in the period, rape cases increased from one in 2011 to 17 in 2013.<br />
<br />
Although the government claims that it has taken a series of steps to ensure safety of persons from northeastern states in Delhi, in a statement in Lok Sabha — minister of state for home Kiren Rijiju maintained that “it is not a fact people from north-eastern states are being ill-treated in different states of India including Delhi” and that attacks against them were “random” — the Bezbaruah committee has held otherwise.<br />
<br />
It said in its report that people from the northeastern states faced more problems in Delhi than in other metros such as Mumbai, Hyderabad, Chennai and Kolkata. It also said that over two-thirds of women from northeast states had reported that they faced harassment in Delhi. The government says a series of steps — which include regular police patrolling of colonies where people from northeastern states live as well as race and gender sensitization programmes — have been taken following the death of Tania to ensure the safety of people from the region in Delhi.<br />

<br />
The apex court constitution bench headed by Chief Justice RM Lodha said that in the review petition that have already been decided and rejected, but the death sentence has not been carried out, the convict may come back seeking the open court hearing of a review petition by a three judges bench and he getting half an hour to address the court.<br />
<br />
However, in the cases, where the curative petition has already been decided, the death row convict will not have this opportunity to avail. The constitution bench verdict came on a batch of petitions seeking that their plea for the recall of verdict upholding their death sentence should be heard in the open court by a three judges bench. As of now the review plea of death row convicts were being considered by the judges in their chambers through circulation.<br />
