Meanwhile, the accused teacher, Arambam Robindro alias Ibungo (38) s/o (L) Ibochouba of Bishnupur Maning Leikai Ward Number 3, has surrendered before the Bishnupur PS at around 1.30 pm today.<br />
<br />
Medical examination of the victim minor girl was conducted at Department of Forensic Medicine, Regional Institute of Medical Sciences yesterday.<br />
<br />
According to the aunt of the victim, the girl, a boarder at Merciful English School, Sekmaijing Hangul Idega Road under Mayang Imphal PS, was allegedly raped by her teacher in the night of Oct 26 around 8.<br />
<br />
The incident came to light yesterday two days after the incident when the victim girl, a class-II student, with her younger sister made a call to her family members sobbing and narrating the whole incident.<br />
<br />
A Maths teacher, Arambam Robindro alias Ibungo, who was also staying in the school premises, took the victim when she along with her sister and a cousin returned to their room from the toilet.<br />
<br />
After taking the girl inside his room, he tied both her hands and raped her, she said.<br />
<br />
The accused had also reportedly threatened the victim with dire consequence if she reveals the incident to anyone.<br />
<br />
He also asked her to wash the cloth she wore at the time of the rape incident.<br />
<br />
The victim girl however called up her family yesterday morning and narrated the incident.<br />
<br />
Family members went straight to the school and took the girl from the residence of the school's founder, for medical examination.<br />
<br />
The victim's aunt also alleged that the school authority was shielding the accused teacher when they enquired his whereabouts.<br />
<br />
A team of Women PS (Imphal West) formally arrested the accused after he surrendered before Bishnupur PS today. An FIR number 38(10) 2014 under Section 6 of POCSO Act, 2012 was filed against him at Women police station, Imphal West.<br />
<br />
Meanwhile, on learning about the rape incident, infuriated relatives and locals attempted to dismantle the school building last night. Another attempt to dismantle the school this morning was thwarted with the timely intervention of locals and Mayang Imphal PS personnel.<br />
<br />
At the same time, denying the charge that the school authority was shielding the accused teacher, Md Rajauddin, secretary of the school managing committee said the teacher left the campus yesterday morning. He said that the guilty should be punished accordingly. Although falling under the administrative jurisdiction of Thoubal district, Sekmaijing Hangul is under the police jurisdiction of Mayang Imphal PS.<br />

The helpline — 0124-2301559 — was launched by Gurgaon Police Commissioner Alok Mittal. He said the dedicated helpline will help in tackling matters related to the North Eastners better.<br />
<br />
DCP East Nazneen Bhasin, who is Chief Nodal Officer for Crime Against People from North-East, was also present on the occasion.<br />
<br />
In a recent attack, two young men from Nagaland were allegedly beaten up by over a dozen people at Sikanderpur village here on October 16. Earlier, Soizamuam, 39, and a cab driver, was attacked by two brothers who were his neighbours in Nathupur on July 28.<br />
<br />
The demand for a dedicated helpline for North Eastners attended by an English-speaking policeman has been one of their long-standing demands. “The language barrier between us and the police is greater in Gurgaon with the constabulary preferring to speak in local dialect, unlike Delhi where they speak in Hindi or English. It led to greater communication gap. It caused difficulty in seeking help from the Control Room in emergency situations,” said Edward Zou, an executive member of the North-East Support Centre and Helpline in Gurgaon.<br />
<br />
The police had always maintained that a separate helpline was not a viable option as the North Eastners were few in number to which they had demanded that a police post could be set up at the Sikanderpur metro station.<br />
<br />
The North Eastners also feel the need for sensitisation programmes for the police force at regular intervals.<br />
<br />
Staying on rent mostly in Nathupur, Chakkarpur and Sikanderpur villages, there are around 3,000 North Eastners working in call centres and retail and hospitality sectors. Though their population is quite less compared to neighbouring Delhi, the nature of problems faced is the same.<br />

CCPur, October 29, 2014: Chief Minister O Ibobi Singh today inaugurated Churachandpur District and Sessions Court at the District Court complex as part of the Government’s plan to expand Court facilities to all the hill districts of the State.<a name='more'></a><br />

The inaugural function was graced by Chief Justice of Manipur High Court, Justice Laxmikanta Mohapatra, Health Minister Phungzathang Tonsing, Justice N Kotiswar Singh, MLAs of Thanlon, Singngat and Tipaimukh ACs, ADC members and district administration of Churachandpur, bar and security officials.<br />
<br />
During his speech, CM O Ibobi stressed on the need to treat every citizen equally under the law.<br />
<br />
While promising all logistic support needed from the Government to help deliver justice to the people, the CM also appealed to Judges and law practitioners to remain vigilant of their actions or decisions as they are closely monitored and have a direct bearing on the system’s public image.<br />
<br />
The Chief Minister also appealed to the citizens in general, NGOs and others to make best use of the newly inaugurated Court and seek necessary assistance to make the Court effective.<br />
<br />
Realising the need for a functional jail following the Court’s inauguration, the CM has also promised restoration of the district jail 'without further delay.'<br />
<br />
The district jail has been kept desolated since the late 90s and is presently in a dilapidated state. It would need a major repairing and administrative overhaul to house criminals in the long run.<br />
<br />
Chief Justice, Justice Mohapatra during his speech expressed hope that the newly inaugurated Court would make Courts more accessible to the people.<br />
<br />
The Chief Justice further requested the State Government to provide necessary amenities so that the services of the Court could be made available whenever necessary.<br />
<br />
He also appealed to the Judges to maintain the dignity of the Court: “Please do not do anything that will dent the dignity of the Court of law”.<br />
<br />
Health Minister Phungzathang Tonsing, meanwhile, communicated his hope that the new Court will ensure early disposal of cases and timely delivery of justice.<br />

In a press release the Deputy Speaker of the Naga Hoho Kenyuseng Tep has issued a strongly-worded statement on Wednesday, censuring the Government for centralizing the administrative affairs of the state, the now almost nonfunctional Government Departments and corruption.<a name='more'></a><br />

Stating its displeasure, the Naga Hoho highlighted what it called ‘centralization of power’ in the hands of only a few of those in powers, who have failed to take into consideration the concern of the public.<br />
<br />
This has led to prejudices and nepotism, breakdown of justice in every level, and corruption,’ and said the centralization of power excludes people participation in the system of governance. The release said any governance, if peoples’ participation is less; there exists no sense of democracy.<br />
<br />
It is only few who holds authority have the power to exercise on decision making exclusively without considering the good intention of the majority. This also excludes many potential and intellectuals, capable of transforming the society’ the Naga Hoho stated.<br />
<br />
The Naga Hoho stated that the ‘present chaos’ in socio- economic and political life of our Naga society is due to the inadequate distribution of power and responsibility, where the ‘general concern’ is not being taken into consideration. It has challenge citizens to be ‘honest in our judgment’ and admit to putting the people to ‘irreparable destruction.’ ‘There is no honesty, transparency and accountability existing in our system on Wednesday.<br />

I am not bringing the extreme centralization concept for an argument, The Naga Hoho has challenged all to come out honestly, the state and her people are being put to irreparable destruction and minced no words as it stated that ‘development is going on only inside the Secretariat’ but ‘there is nothing to see outside.’<br />

The statement contented that a policy of decentralization can lead to a flexible, innovative and creative management where the masses can be involved and can bring about a successful social system. ‘We are all aware that in our present governance management system, development is going on only inside the secretariat but there is nothing to see outside. In fact Government offices in other districts and sub-divisions remain dormant, the Naga Hoho lamented.<br />

“The US government did not invest directly in various infrastructure and industrial sectors in other countries. The US government and its missions in India can play a consultative role to persuade business in northeast region of India,” US Consul General in Kolkata Helen LaFave told reporters.<br />

She said: “US missions and the government are keen to disseminate information, inputs and necessary details among the investors and businessmen so that the possible investors could be encouraged.”<br />
<br />
The envoy said the US government and its missions in India can help the northeastern states in various ways to curb cross-border drugs and narcotics menace and human trafficking. “The judiciary, law-makers, politicians, security forces, NGOs and other stake holders must work together to deal with the drugs, narcotics menace and human trafficking.”<br />
<br />
The consul general after visiting Assam, Meghalaya, Manipur, Sikkim and Mizoram came to Left-ruled Tripura Monday on a three-day visit. The visit is aimed at knowing better the resource-rich northeastern region that borders China, Myanmar, Bhutan, Bangladesh and Nepal.<br />
<br />
During the tour, the US diplomat was meeting ministers, influential personalities, bureaucrats, leaders of trade and business sectors.LaFave said: “Northeast region of India must have good in connectivity with the neighbouring countries and other southeast Asian nations to boost trade and business besides to improve people to people contacts.”<br />

She said one of the main aims of the US government was to increase the ties between America and northeast India through outreach visits like this one to share ideas on issues of mutual interest.<br />

“India and the US are cooperating each other in diverse areas. One of the areas of interest in particular is how northeast India integrates with South East Asia through the (India’s) ‘Look East Policy’.”<br />
<br />
“The Indo-Pacific Economic Cooperation encouraged integration between South Asia and South East Asia in economic, commercial and security sectors, and northeast India is at the right position to obtain benefit of this cooperation,” she said.<br />
<br />
LaFave said during a meeting between Prime Minister Narendra Modi and US President Barack Obama last month in Washington it was reaffirmed that the two countries would work together.<br />

At a gala dinner held at the historic Sydney Cricket Ground, former Australian captain Steve Waugh was the other cricketer to enter the Bradman Hall of Fame alongside Tendulkar.<br />

Tendulkar’s appearance at the annual Bradman Foundation dinner is fitting as the late Aussie great once famously said that the Indian’s technique reminded him of his own.<br />
<br />
Tendulkar, who had the honour of meeting Bradman on his 90th birthday at his Adelaide home, was later listed in an all-time XI prepared by the batting genius himself.<br />
<br />
Recalling the meeting that took place in 1998 at Bradman’s Adelaide’s home, Tendulkar said both he and the other invitee, Shane Warne, were so daunted they couldn’t decide who should speak first to the legendary Aussie batsman.<br />
<br />
“I remember Warnie was with me in the car and we were discussing who was going to ask the first question,” Tendulkar told reporters here today.<br />
<br />
“I said, ‘You are from Australia, so you should start’. And he was like, ‘No, you’re a batsman, so you can relate to him much better than what I can’,” he added.<br />
<br />
Tendulkar, 41, enjoyed a good run at the SCG during his illustrious 24-year-long career, scoring three centuries in five Tests.<br />
<br />
“The SCG is my favourite ground. I have always maintained that. It brings back all the memories,” Tendulkar said as he spoke publicly in Australia for the first time in six years.<br />
<br />
“I was just outside in the car and I said it feels great to be back. It’s been a very social venue to me. Right back from 1991, which was the first time I played here.”<br />
<br />
His unbeaten 241 not out in the 2003-04 series against the Aussies is widely regarded as one of the finest innings seen at the venue.<br />
<br />
“(It’s) just the feel of the ground. Whenever I walked in I felt I could go on and on batting. I just enjoyed the atmosphere, and the pavilion especially. It’s a fabulous pavilion with a lot of history. It is the heritage and the impact all the players have left on this ground.<br />
<br />
“Performing against Australia always gave me a lot of satisfaction because I knew if you perform against the leading side then everyone takes notice of your performance. It is a different kind of satisfaction.”<br />

Tendulkar said there was a strong mutual admiration between him and Bradman when they met 16 summers ago.<br />

“One thing was just to be able to meet the great man but also to know the funnier side of him.<br />

“I asked him a question: ‘what would you have averaged in today’s cricket?’ He thought about it and said ‘Maybe 70’. The natural reaction was ‘why only 70 and not 99?’ He said, ‘C’mon, that’s not bad for a 90-year-old man’.”<br />

JACAS chairman Khoesing Teron ruled out the possibility of calling off the strike at a press conference today. “Some people are trying to create an untoward situation by taking advantage of the strike, but we are doing our best to keep the strike peaceful and total.”<br />

Teron stated that the administration banned the strike when it came into effect. “We had informed about our decision to call the strike a month ago, but the administration was silent then,” he added. The JACAS is waiting for a call from the Union Government to resume talks on the issue of Statehood.<br />

Both the Karbi Anglong Autonomous Council and the district administration today made it clear that strong measure would be taken to tackle the strike if the negotiations fail. The Joint Secretary of the KAAC today issued a notice to all traders and business houses to open their respective establishments immediately, failing which the authorities would cancel their trading licences. Officers of the council served nearly 1,000 notices at various parts of the Diphu market.<br />

At the strict instruction of the council authority, a considerable number of staff today rejoined duty at the Secretariat of the Karbi Anglong Autonomous Council. A number of departmental offices functioning under the administrative control of the KAAC recorded a fair turnout of officers and staff. Deputy Commissioner Prasanta Buragohain today issued a legal notice, banning the enforcement of the bandh, citing a standing order of the Supreme Court. Screening has already begun at Imphal Airport and all the National Highways connecting Manipur to detect patients suffering from the deadly disease Ebola, Ibobi told reporters on the sidelines of the oath-taking ceremony of Elangbam Dwijamani (Cong) as MLA. Ibobi, however, said he has advised the department concerned to avoid any incident that can upset foreign visitors while monitoring them during the upcoming Sangai festival.<br />

The equipments for identifying people infected with Ebola are just like cameras, Ibobi said and informed that the pre-emptive measures have been taken up by the State Government to prevent spread of the deadly disease in Manipur.<br />

Referring to the planned passport and visa office to be set up in Imphal, the Chief Minister said his Government has been making efforts to recruit regular staff for the proposed visa office.<br />

He also said the Government is working hard to start operation of regular international flights from Imphal Tulihal Airport soon.<br />

Shillong, October 29, 2014: Customs officials in Meghalaya have seized 24,000 bottles of Phensedyl cough syrup worth over Rs 37 lakh at the Shillong Bye-Pass today that was bound for Tripura and possibly meant to be smuggled across to Bangladesh.<a name='more'></a><br />

Officials said that intelligence about the illegal consignment alerted the Customs sleuths who stationed themselves at the Shillong Bye-Pass. Papers carried by the truck showed it was assigned to carry rice from Changsari railway head in Guwahati to FCI in Agartala.<br />
<br />
The truck did carry a consignment of 257 bags of rice, but hidden neatly under the rice bags were 81 cartons of the prescription cough syrup. Customs officials intercepted the truck after it passed the Bye-Pass toll gate at Diengpasoh village and seized the illegal consignment. The truck driver was also arrested.<br />
<br />
Officials said that the Phensedyl bottles were meant to be smuggled across to Bangladesh with the psychotropic substance being in great demand in the neighbouring country. Meanwhile, the truck driver has been booked under the Narcotric Drugs and Psychotropic Substances Act.<br />

“The number of foreign tourists visiting the Northeastern region has increased by 27.9 per cent in the past one year,” Union Tourism Ministry secretary Parvez Dewan told reporters here recently on the sideline of the 3rd International Tourism Mart 2014 held here.<br />
<br />
A jump of 12.5 per cent was registered in foreign tourist visits (FTVs) to the NE in 2012 as against 2011, which further rose by more than 100 per cent to register a growth of 27.9 per cent during 2013 in comparison to 2012, he said.<br />
<br />
There were a total of 58,920 FTVs to the Northeastern States in 2011 with the figure going up to 66,302 in 2012. That number further increased to 84,820 in 2013.<br />
<br />
Among the eight States, there is a sudden growth in the flow of foreign tourists to Manipur, one of the eight States in the NE in the past one year, they said.<br />
<br />
“About 154 per cent of foreign tourists visited Manipur during 2012-2013 which is keenly followed by Arunachal Pradesh with a growth of 111 per cent,” Dewan told reporters.<br />
<br />
Tourist inflow to Tripura increased by 51 per cent, Nagaland 33 per cent, Meghalaya 27 per cent, Sikkim 19 per cent and the least was Mizoram with 9.25 per cent only, he said.<br />
<br />
In 2013, Foreign Tourist Arrivals (FTAs) to India were 6.97 million with a growth of 5.9 per cent as compared to 6.58 million during 2012, a data of the Tourism Ministry said.<br />
<br />
Stakeholders in the industry had suggested that State Governments should facilitate field visits by Embassy officials of those countries who issued travel advisories to their nationals against visiting these States in the region.<br />

A division bench of the High Court comprising of Chief Justice Deepak Gupta and Justice Subhashish Talapatra heard a Public Interest Litigation (PIL) seeking CBI probe into the multi-crore scam and fixed the next date of hearing on November 24.<br />
<br />
The bench also asked the Officer in Charge (OC) of Bishalgarh police station to produce Case Dairy (CD), considered a progress report of the investigation, before the court. Besides, the court asked the government to explain why it took time to register an FIR into the case.<br />
<br />
Though serving notice to the State Government is a follow-up process, asking submitting of CD assumes importance. The investigation into the Rs 17 crore scam is tardy as only the prime accused Bimal Chakraborty, the then BDO of the Block has so far been arrested while eleven more accused persons are still at large.<br />
<br />
Even as the investigators have been grilling the prime accused, cops are still tightlipped on the progress in the investigation. Interestingly, the Subdivisional Judicial Magistrate (SDJM), Bishalgarh has already issued arrest warrants against all the absconding accused persons.<br />
<br />
A PIL was filed by Tripura Pradesh Congress Committee (TPCC) spokesman Dr Ashok Sinha and Advovate Asish Nandy in the High Court on October 28 seeking a CBI investigation into the multi-crore scam at Bishalgarh Block.<br />
<br />
While senior advocate of Calcutta High Court Joydeep Kar and Arijit Bhowmik represented Sinha and Nandy, senior advocate Sankar Deb and advocate TD Mazumder appeared on behalf of the State Government.<br />

The documents containing correspondence with French authorities, names of the account holders and the status report of the probe conducted so far in black money cases were submitted in separate sealed covers by the Attorney General, which the apex court did not open.<br />
<br />
Instead, the court said the envelopes would be opened by Chairman M B Shah and Vice Chairman Arijit Pasayat, both former judges of the Supreme Court, who are part of the court-appointed Special Investigation Team, and decide on future course of action.<br />
<br />
The Centre submitted that almost half of the account holders are resident Indians who could be prosecuted under the Income Tax laws and rest of them are NRIs.<br />
<br />
Appearing before a bench headed by Chief Justice HL Dattu, Attorney General Mukul Rohatgi said that some of the account holders have already admitted to having accounts and having paid taxes.<br />
<br />
Rohatgi said details of account holders are of 2006, which were supplied by the French government to the Centre in 2011. Most transactions in those accounts took place during 1999 and 2000 and the last date for completion and assessment in all these cases is March 31, 2015.<br />

Guwahati, October 29, 2014: It has been six years since the October 30, 2008 serial blasts that left nearly a hundred dead and incapacitated many others. Regrettably, life continues to be an ordeal for those who bore the brunt of the tragedy as the Government has failed in honouring its promise of compensation and rehabilitation to the victims’ families.<a name='more'></a><br />
<br />
Take for instance the case of Niru Barman of Japorigog who lost her husband – the sole breadwinner of the family on that fateful day. In spite of running from pillar to post, she is yet to get the full amount of the announced compensation.<br />
<br />
“We were promised Rs 8 lakh as compensation but have got only Rs 5 lakh. During last year’s public function commemorating the fifth year of the tragedy, I even asked the Chief Minister to do the needful but to no avail. I get a meagre Rs 3,000 as pension of my late husband but that is hardly adequate to run my family,” Niru told The Assam Tribune.<br />
<br />
In the matter of providing jobs to members of victim families too, the Government has done precious little. “My daughter is a graduate, and we were assured that she would get a government job, but that has not materialised till date,” she added.<br />
<br />
Niru, like many other unfortunate victims of terrorism, feels that the Government has failed to tackle terrorism. “We all can see that terrorism is only spreading its tentacles far and wide. This is because the Government is unable to punish the perpetrators. We want capital punishment for the masterminds behind the October 30 blasts, but it’s doubtful whether they would ever be punished at all,” she added.<br />
<br />
Sunita Sarma of Jatia (a resident of Hengrabari when the tragedy had struck her) has almost the same story to tell. While she was a bit fortunate in getting the entire amount of Rs 8 lakh as compensation, rehabilitation is something that has eluded her.<br />
<br />
“I have got Rs 8 lakh as compensation but that is hardly enough to maintain my family with my 14-year-old son besides my brother and mother. I am not much educated but will happily do any job that the Government deems fit for me,” she said, adding that the authorities should devise a mechanism to meet the long-term needs of the victims by engaging them in gainful pursuits.<br />
<br />
The over-three-decade-old insurgency in Assam - often degenerating into acts of downright terrorism such as the killing of ten innocent schoolchildren on Independence Day in 2004 or the October 30 serial blasts - has been particularly cruel to women who invariably become the worst sufferers caught in a conflict situation.<br />

The Government of India should take up the issue with the neighbouring countries at appropriate levels for sharing intelligence and to initiate coordinated actions, the Chief Minister told the Prime Minister, said an official press release here.<br />

“There should be a similar mechanism at the inter-state level for West Bengal and the North Eastern States so that issues of jurisdiction do not come in the way of dealing with insurgency and militancy,” he said.<br />
<br />
The Chief Minister met Prime Minister Narendra Modi at his South Block Office in New Delhi and also discussed with him a gamut of important issues concerning the State and its people, said the press release.<br />
<br />
The Chief Minister took up the incidents of violence that occurred along the Assam-Nagaland boundary on August 12 this year that resulted in the death of eleven persons and displacement of nearly 10,000 people. Gogoi apprised Modi that about 8,000 people have already gone back to their native places, while 1,750 people are still in the relief camps. He requested the Prime Minister to impress upon the Government of Nagaland to enable a congenial and conducive environment along the Assam-Nagaland border so that people from both the States can benefit from mutual trust and harmony.<br />

While apprising the Prime Minister of the slew of steps initiated by the State Government for updating the National Register of Citizens (NRC) 1951, Gogoi asked for adequate funds for completion of the exercise within the stipulated time.<br />

The Chief Minister sought the Prime Minister’s intervention in the matter of payment of crude oil royalty to Assam on pre-discounted price in the light of the verdict by the Gujarat High Court, on a petition filed by the Government of Gujarat, and the interim order passed by the Supreme Court that crude oil royalty to Gujarat be paid on pre-discounted crude price beginning from February 1, 2014.<br />
<br />
Gogoi sought Modi’s help in the sanctioning of Assam Flood Erosion and River Management Modernization Project with an estimated cost of Rs.1500 crore for tackling floods and erosion more effectively, besides ensuring optimal and productive use of the vast water resources.<br />

Terming the job as illegal, a division bench of High Court of Tripura headed by Chief Justice Deepak Gupta directed the state government to cancel the jobs of the teachers after December and by that time to frame an employment policy within two months and appoint new teachers.<br />
<br />
However, the state government has filed a special leave petition in the Supreme Court, challenging the High Court’s order in June and the apex court issued a stay on the decision of the High Court regard to formulation of employment policy till hearing of the case.<br />
<br />
The petition was scheduled yesterday before the Registry Court of the apex court to examine the status of notice issued by the court to all the respondents. The petitioners sought time for submitting response and Registrar General has granted time.<br />
<br />
The case was listed for hearing in the Supreme Court on January 9 next year. Advocate for job deprived youths Arun Chandra Bhowmik stated that the special leave petition did not give any respite to the state government. The court issued a stay on framing out new employment policies, but was silent over the cancellation of job of 10,323 teachers as decided by the High Court.<br />
<br />
“Since the apex court did not issue stay on cancelation of the teachers’ job, it is confirmed that after December 31, the state government cannot obtain the service of the teachers and if it does, will be a contempt of the High Court order,” Mr Bhowmik said.<br />
<br />
He however, pointed out that the High Court made it clear that the process of appointment was illegal and unconstitutional, the state government could accept the service of those employees beyond the date specified by the court, he questioned.<br />
<br />
The High Court had also issued a 19 -point guideline for formulation of employment policy of the state within next two months and directed it to fill up all 10,323 posts for teachers by December 31 though written test with Multiple Choice Questions under supervision of an independent body.<br />
<br />
The High Court nullified the existing employment policy of the state government, pursued by the state since 1980 where, 30 per cent of jobs are given on the basis of need and 70 per cent on the basis of merit without any written test.<br />
<br />
The Court termed the policy as ‘unconstitutional and illegal’ and observed that each of the job aspirant had a definite need but it was not clear in the government’s existing policy.<br />

The first PIL accusing Chief Minister Manik Sarkar, Chief Secretary and Director General of Police of not taking any action against the criminals was submitted to the High Court by senior advocate Arun Chandra Bhowmik in the morning.<br />
<br />
He demanded an inquiry into the scams either by CBI or any other central crime investigation agency under the direct monitoring of High Court.<br />
<br />
Mr Bhowmik alleged that only a few of the corruption cases of left front government had come to light and many of such cases had been managed by the administration due to the direct influence of the Chief Minister.<br />
<br />
“Only Rs 50 Cr of MGNREGA scam of Bishalgarh, Rs 27 Cr of National Health Mission and Rs 5 Cr of Rashtriya Madhyamik Shiksha Abhiyan have reached public and in the past few years ruling CPI(M) and corrupt officers have looted more than Rs 500 cr given to the state under various central schemes, despite serious audit objections the government did not do anything,” he alleged.<br />

Besides, CBI probe into the scam Mr Bhowmik however, demanded special auditing of the accounts by a special team of auditors of CAG in all 58 rural development blocks, centrally aided projects implemented in last five years. Referring to Bishalgarh MGNREGA scam he pointed out that the total amount of corruption has not yet been ascertained in the block.<br />

The Chief Minister himself kept the file with him for four months without any action and redistributed the portfolio after recommendation of the then finance minister Badal Choudhury to lodge an FIR against BDO Bishalgarh Bimal Chakraborty on May 19.<br />
<br />
Bimal is close to Mr Sarkar and his brothers are also powerful. One of his brothers is CPI(M)’s youth wing DYFI State Secretary; another is a Tripura Police Service officer and eldest one Shyamal Chakraborty, a Chemistry teacher of Kolkata and a powerful CPI-M leader of West Bengal.<br />

As a result administration is very much soft towards Bimal and in police remand Bimal was given VIP treatment and all efforts were made from the police to kill the evidences of the case rather wanted to be proved as the case is not embezzlement, only irresponsibility to implement the schemes, Mr Bhowmik added.<br />

In the afternoon, Tripura Pradesh Congress committee had also submitted another PIL, seeking CBI probe into Bishalgarh scam, alleging that Chief Minister Manik Sarkar himself was involved in the case.<br />
<br />
“Since it is the defalcation of central govt fund and entire state machinery and ruling party is involved in the case, they are working together to destroy all the evidences of corruption and it needs immediate intervention of CBI to unearth the truth,” the party demanded in the High Court.<br />

According to various sources, the 1000- hour bandh, which started on Monday morning, would continue for over 40 days, will end on December 7 at 9:00pm., which has no impact in any part of Assam except the Karbi Anglong district itself and two states of Nagaland an Manipur. Even some of the media houses of Assam were not aware of 1000- hours Karbi Anglong bandh as there was no impact anywhere. The Karbi- Anglong district of Assam, known as the ‘Land of bandhs’ was also neglected by the Assam Government, their shouting is not heard in any parts of Assam.<br />

As reports came in that the public in Kohima and other districts resorted to panic buying of fuel started since on Monday over Karbi Anglong bandh , the public have been urged not to be panic for petroleum products and essential commodities, as the state has enough stock to run the state for over one month.<br />
<br />
The Nagaland Department of Food and Civil Supplies has informed that the state has ‘sufficient stock’ of petrol and diesel products. A press release from Additional Secretary to the Nagaland Government, H Lungalang informed that these items are also transported by rail. It urged the public not to be misled by false rumors of scarcity and requested consumers to avoid unnecessary panic buying. The Deputy Commissioner for Kohima, W Honje Konyak has also appealed to the public not to panic and assured that ‘there is absolutely no possibility of shortage of fuel and essential commodities.’<br />

He further informed that adequate security arrangements are being made by the Assam Police for regulating normal traffic in the bandh affected areas and has therefore urged the public not to be misled by rumours regarding reported shortages.<br />
<br />
He said that there were adequate supplies of fuels etc even during earlier total bandhs. The Confederation of Nagaland Chambers of Commerce & Industry (CNCCI) has informed that there are enough stocks of petroleum products and essential commodities to last at least three weeks. The CNCCI is a conglomeration and parent-body of all the 11 districts Chamber of Commerce & Industry in the state.<br />

The officials said that the seized red sandalwood is worth around Rs 1.05 crore in the local market.<br />
<br />
C. Challiana (30) a resident of Vengthlang locality in Champhai was arrested in this connection and he was accused of concealing the seized red sandalwood along with his friend who was held in this granary.<br />
<br />
The Customs officials kept the seized red sandalwood in the custody of the Assam Rifles in Champhai.<br />

All four men who attacked the couple and their friend on October 25 have been arrested, Deputy Superintendent of Police Konappa Reddy told PTI. <br />

He said the three had left for Nrityagram as the man wanted to teach his wife driving. They spent about 45 minutes there and were about to leave the place that evening when they noticed a puncture. As they were fixing it in the rain, a car drew up and the four occupants asked them in Kannada what they were doing there. They could not reply as they did not know the language. The four suddenly pushed the man about, punched him in the chest, snatched the umbrella from his wife and assaulted her when she tried to intervene. The friend tried to help but to no avail. The four men realised the situation was getting out of hand, got into their vehicle and sped away, Reddy said. <br />

After replacing the tyre, the victims approached the police station at Soldevanhalli to lodge a complaint, but were referred to the one at Doddaballapur, Reddy said. <br />
<br />
Earlier on October 14, three students from Manipur were allegedly beaten up by locals for not speaking in Kannada. Bangalore is home to a large number of people from the northeast.<br />
