Imphal, September 15, 2014: The political committee on inner-line permit (ILP) will discuss possibilities of framing a state legislation to deal with migrants coming to Manipur with constitutional experts from the High Court Bar Association, Manipur and All Manipur Bar Association tomorrow.

This was decided during a meeting of the committee headed by deputy chief minister Gaikhangam, who is also the home minister, at the panel’s office in the Assembly secretariat here today.

The committee was constituted by an all-political party meet last month following intense public movement demanding implementation of ILP in Manipur.

The state Assembly took two resolutions urging the Centre to implement ILP in Manipur.

However, the Centre has not responded to the resolutions.

Caught between the Centre’s “reluctance” and intensified public campaign spearheaded by the Joint Committee on ILP System in Manipur, a conglomeration of citizens’ organisations, chief minister Ibobi Singh had convened the all-party meet, which constituted the panel.

“We have decided to meet constitutional experts from the high court bar association and All Manipur Bar Association tomorrow at the secretariat,” a member of the committee said after the meeting.

Responding to requests from the committee, both the bar associations earlier submitted their written suggestions on framing the state’s own legislation to regulate entry of migrants.

“We need to get clarifications on certain points made by the legal experts,” the member said.

The committee today took suggestions from two experts from Manipur University — Centre for Manipur Studies director H. Joykumar Singh and Centre for Myanmar Studies director W. Nabakumar Singh. The duo attended today’s meet.

The committee also wrote to Manipur University authorities to submit expert opinions on the matter. The university is yet to submit its written suggestions.

In another development, all the educational institutions, which were shut down following stepped-up campaign by the students’ wing of the joint committee, reopened today.

The Ibobi Singh government closed the educational institutions indefinitely from Thursday to contain the agitation.

In retaliation, the students’ wing imposed “curfew” on non-locals from Friday.

The students’ wing lifted the curfew on Saturday and the government agreed to reopen the educational institutes on the same day and also to release the arrested activists by September 19 without any condition.
