The Chief Minister of Nagaland on Thursday called on Prime Minister Narendra Modi and Home Minister Rajnath Singh to brief them about the prevailing situation in the State. 
 
The Chief Minister told newsmen that he has suggested to the Centre to put in place an LoC along Assam-Nagaland border, on the lines of India-Pakistan border, so that no new settlers can encroach on the disputed area. 
 
The Assam-Nagaland border last month saw clashes that left over 10,000 people homeless and at least nine persons dead. 
 
Meanwhile, the Union Home Minister on Thursday reviewed the situation arising out of the economic blockade called by the United Naga Council (UNC) with the Chief Minister of Nagaland. 
 
Singh assured all Central assistance to the Government of Nagaland in ensuring peace in the area. 
 
The Ministry of Home Affairs had issued an advisory on September 2 to the Government of Manipur to take all preventive measures to ensure that highways are kept free, national projects not disrupted and law and order maintained. 
 
The Home Minister reviewed the situation yesterday and discussed preventive measures to alleviate hardship to the people of Manipur, with the State Governor VK Duggal and Chief Minister Okram Ibobi Singh. 
 
The Government of India has called upon all concerned to help maintain a conducive atmosphere and desist from violence. The government has also called upon the Naga organisations to withdraw the economic blockade and the ban on national projects, which it said will cause serious inconvenience and hardship to the common people. 
 
The Centre has underlined the need for a conducive atmosphere to exist for the Naga talks to take place. 
 
Earlier, the Home Minister told newsmen that a Special Secretary has been rushed to Imphal to take stock of the situation arising out of the economic blockade. 
 
Meanwhile, the Chief Minister of Nagaland said that he was optimistic about the Naga peace talks, as a new interlocutor, RN Ravi, has taken over. “The Home Minister told me that he, too, was looking forward for a time-bound solution of the Naga problem,” he said.

Initiating the discussion, Samudra Gupta Kashyap, Assistant Editor, Indian Express, recounted his childhood experiences of living in a village located close to the Naga Hills. He remembered how the Nagas came down into the plains to sell their products, particularly broom, limestone and cinnamon. Due to the frequent visits of the Nagas and their lasting relationships with the Assamese villages, many places were named with the prefix ‘Naga’ like ‘Nagamati’. 
 
He deplored the fact that in spite of having a close relationship between the communities across the borders for ages, there grew mistrust and suspicion due to the insensitive handling of the border issue by the respective governments of both the States. He was also very critical of the role of the media that has sensationalised the border row. He pointed out that most of the Guwahati-based media houses do not have permanent correspondents in other States of the Northeast resulting in the non-representation of the their side of the story. 
 
Gleaning from his myriad of experiences in working in the Assam-Nagaland border areas in different capacities, Haresh Chandra Dutta, Director, Assam Science Technology and Environment Council (ASTEC) emphasised upon understanding the ethnographic reality of the people living along the borders. He also gave a clear cartographic representation of the Assam-Nagaland border areas through different satellite images and the demographic realities along the borders. 
 
Giving a portrait of the conflict along the borders, Devojit Phukan, Assistant Professor of Debraj Roy College, Golaghat, on the other hand, recounted the historical trajectory of the dispute. According to him, the vagueness on the part of the Government of India on the issue of boundary demarcation since the creation of the separate State of Nagaland in 1963, the border dispute has sustained with violent manifestations. 
 
Taking note of the recent violence in some of the border villages, he drew attention to the fact that the incident was triggered off by a very trivial incident of a negligible incident of scuffle between two individuals. He pointed out two major factors contributing to the exacerbation of the situation, namely the abdication of responsibilities on the part of the administration and instigative role played by the electronic media. 
 
Sushanta Talukdar, Senior Assistant Editor of The Hindu, on the other hand, made a comparison of the accounts of the violence as represented in media of both the States. He showed it quite concisely how the claims made by the media of the respective States gave only a partial picture of the situation blurring the truth completely. Finally, he stressed upon the need of a proactive role on the part the Government of India in resolving the longstanding issue of boundary demarcation. Other participants also took part in the deliberation and pointed out some other facets of the conflict. 
 
The Dialogue was moderated by Prof Bhupen Sarmah, Director of the institute. In his concluding remarks, he emphasised on the need of an objective analysis of the dispute and to create an informed public debate on the issue.

Only two Naga persons have died during these incidents. 
 
The Golaghat district has borne the brunt of the violence, accounting for 131 deaths in nine clashes during 1977-2014. The Sivasagar district accounted for the maximum number of incidents of violence – 96 (from March 1972 to June 2014) – resulting in 19 deaths. 
 
The list of the dead includes 31 Assam Police personnel and three CISF personnel. 
 
Naga miscreants and NSCM militants were found to be involved in most of these violent incidents. The Nagaland government has set up offices, police stations, hospitals, markets, etc, in large numbers in the illegally-occupied land inside Assam. 
 
This was revealed by Forest Minister Rockybul Hussain on behalf of the Border Areas Development Minister, in reply to a question by Phani Bhushan Choudhury (AGP). 
 
The Nagaland government has carried out a lot of infrastructure development in areas inside Assam that it has encroached. These include school buildings, health centres, PWD roads, churches, police battalion posts, petrol pumps, water supply, power supply (Jorhat district); check gate, weekly market, police station, petrol pump, office of the Additional Deputy Commissioner, forest office, bank, post office, power office, police colony, rest house, etc, (Sivasagar district); and the Merapani township, forest office, border magistrate office, transport office, council office, government primary school, foothills, office of the Additional Deputy Commissioner, health centre, government high school, government ME school, BDO office, bank, police station, farm, saw mill, church, private school, market, etc (Golaghat district). 
 
Hussain said that of the total 78 inter-State border outposts (BOPs) in the State, 54 are located in the Assam-Nagaland border. There is a move to set up five more BOPs in the border areas of Sivasagar district.
