The memorandum demanded full power to the ADCs. 
 
It added that tribal land, HAC and ADC are affected by Manipur (Hill Areas) District Council 3rd Amendments Act 2008. 
 
By virtue of the Article 371(c) of the Constitution and subsequent order date 20th June, 1972 issued by the then president VV Giri, 13 items including District Councils, economic planning, forest, land and water resources, jhum cultivation, village administration, public health and sanitation, marriage and divorce, social customs etc., are within purview of the Hill Areas Committee, the memorandum said. 
 
However, to everybody’s surprise, the said powers have been taken away from the purview of the HAC including Rural Development and Tribal Affairs, the memorandum said and added that the Minister in-charge of Tribal Affairs has nothing to do with the subject matters related to HAC because both the HAC and ADC have its own Acts. 
 
The analysis of the powers and functions of HAC shows that the Committee is a powerful instrument to safeguard the tribal interests and promote good governance and development process in the Hill Areas. So these is the right of tribals to achieve the power of the ADC, the memorandum said. 
 
HAC sans the Sixth Schedule District Autonomy cannot safeguard the political aspiration and traditional rights of the tribal people of the State. Now, it is the rights of tribals and duty to emphasise and take steps so as to fulfil the spirit and entitlements of Article 371(c) through HAC before it is too late, it added. 
 
Furthermore, ATRPFM demanded the Government to depute specialist doctors and adequate medical staff to every Government medical facilities of the hill districts.

'Strengthening ADCs will bring down unrest & chaos in hill areas' 
 
After their ten-day campaign in New Delhi for the devolution of powers to the six ADCs of Manipur, the members returned to Manipur today. Several ADC members had arrived in New Delhi on August 27 and met Central leaders including the President of India. They also staged sit-in protest at Jantar Mantar on September 5. 
 
ADC member from Churachandpur, H Mangchinkhup informed that Union Home Minister Rajnath Singh assured the ADC members he would look into the matter and address it at the earliest. The ADC members also met DoNER Minister General (Rtd) VK Singh, who said he would collect all the relevant documents on the ADC of Manipur and address the matter after a thorough study. Union Minister of State for Home Kiren Rijiju had reportedly told the members that the devolution of powers to the ADCs in Manipur is a must and assured them his utmost service on the issue. 
 
The ADC members alleged that successive governments, both in the State and Centre, have denied them their rights and powers under the Manipur (Hill Areas) District Council Act, 1971. This led to a boycott call and for 20 years, the ADCs were nonfunctioning in Manipur hill areas. 
 
In 2010, election to ADCs was held under the Manipur (Hill Areas) District Council, Third Amendment Act 2008. "But to our utter dismay even as we complete four years we see no change and are denied of powers bestowed under the said Act. According to the new Act, there were 26 (twenty six) subjects enlisted under Section 29 in sub-section (1) of the principal Act," the ADC members stated. 
 
According to them, the existing 6 ADCs, i.e., Churachandpur, Chandel, Sadar Hills, Senapati, Ukhrul and Tamenglong were installed in the year 1973 in pursuance of the North Eastern Reorganization Act, 1971 and later passed as Parliamentary Act called ‘The Manipur (Hill Areas) District Council Act, 1971’. "However, due to non devolution of the powers and functions under the said Acts and Rules, the ADC Elections was withheld since 1989 in demand for extending the provisions of the Sixth Scheduled Provision of the Indian Constitution to these ADCs." 
 
The ADC members further said that three successive State governments had adopted resolutions for 6th schedule implementation based on the recommendation of the Hill Areas Committee (HAC) Manipur. However, the issue was kept in abeyance by the State Government despite repeated reminders by the Central Government. 
 
Reiterating their demand for implementation of Extension of Sixth Scheduled Provision of the Constitution to all the 6 ADCs, the members lamented that the hill areas of Manipur is the only tribal areas in North East India “which is ignored, unattended and unjustly left out from extension of the Sixth Schedule Provision of the Constitution of India.” 
 
Several memorandums have been submitted to the State as well as to the Central Govt. to “redress our grievances, unfortunately all these prayer have so far remained unnoticed," the members stated. "We feel proud to be part of the Indian democracy system, but it pained our heart to experience alienation, discrimination, deprivation, and subjugation.”

Large number of ADC members from Manipur have arrived New Delhi today and they are all set to carry out protest at Jantar Mantar from 3 pm to 6 pm. "We the Autonomous District Councils, Manipur would like to draw your kind attention that successive governments both in the State and Centre have denied our rights and power under the Manipur (Hill Areas) District Council Act, 1971’. Due this situation a boycott call was made and for 20 years the ADCs were nonfunctioning in Manipur hill areas," the ADC members said today. 
 
In 2010 election to ADCs were held under the Manipur (Hill Areas) District Council, Third(3rd) Amendment Act 2008. However, the situation of the ADCs remains the same. "Therefore, we request you to highlight our grievances in your esteem Paper, Television, websites, as we sit in demonstration here in the national capital," the ADC members added. 
 
According to these ADC members, the existing 6 Autonomous District Councils (ADCs) in Manipur i.e.Churachandpur, Chandel, Sadar Hills, Senapati, Ukhrul and Tamenglong were installed in the year 1973 in pursuance of the North Eastern Reorganization Act, 1971 and later passed as Parliamentary Act called ‘The Manipur(Hill Areas) District Council Act, 1971’.

According to the new Act, there were 26 (twenty six) subjects enlisted under Section 29 in sub-section (1) of the principal Act," the ADC members also said. 
 
"Hence, we reiterate and demand for implementation of the long pending demand for Extension of Sixth Scheduled Provision of the Constitution in the Hill Areas of Manipur to all the 6(six) ADCs," they stated. 
 
According to the ADC members, the hill areas of Manipur is the only tribal areas in North East India which is ignored, unattended and unjustly left out from extension of the Sixth Schedule Provision of the Constitution of India, whereas, all other Tribal Areas in the whole of the North Eastern State such as Mizoram, Meghalaya, Assam and Tripura were under 6th scheduled Provision to safeguard the interest, customs and culture of the tribals. "We feel proud to be part of the Indian democracy system, but it pained our heart to experience alienation, discrimination, deprivation and subjugation. Several memorandums have been submitted to the State as well as to the Central Govt. to redress our grievances, unfortunately all these prayer have so far remained unnoticed," the ADC members further said. 
 
"We strongly believe that strengthening the ADCs under the Sixth Schedule will bring down the unrest and chaos in Manipur’s hill areas and development and progress will subsequently follow," the ADC members added.
