The Government is still unwilling to relieve the plight of the contract Graduate, Primary and Adhoc teachers appointed in 2006, All Tribal Students’ Union, Manipur (Tombing) president Muan Tombing told Newmai News Network on Thursday. 
 
He demanded that the service of all the above contract teachers should be regularised quickly as agreed between the union and the Government of Manipur in a memorandum of understanding (MoU). 
 
Tombing further warned of agitation over the issue of Central Educational Institutions (Reservation in Admission) Amendment Act, 2012 and said the Government should implement the Act before the September 6 dateline expires. 
 
The charter of demands raised by the union include regularisation of the contract Graduate, Primary and Adhoc teachers appointed in 2006, regularisation of Higher Secondary contract Lecturers, proper infrastructure for schools, early setting up of B ED centres in the hill and recognition of NIOS by the Manipur University and Council of Higher Secondary Education, Manipur (COHSEM).

The observatory has been set up by the Department of Earth Science, Manipur University under the sponsorship of the Ministry of Earth Science, Government of India. The opening function of the observatory was attended by Ministry of Earth Science Secretary, Govt of India, Dr Salesh Nayak and Vice Chancellor Manipur University, Prof Hidangmayum Nandakumar Sharma as the chief guest and president respectively. 
 
Whereas Dean School of Human and Environment Science Prof N Deva, Advisor Ministry of Earth Science Govt of India Dr VK Bansal, HOD Earth Science Manipur University Prof S Ibotombi and Earth Science Department Manipur University Prof Arunkumar attended the function as the guests of honour. 
 
The observatory was inaugurated by chief guest, Salesh Nayak. Speaking at the function, he said that the presence of the observatory will enable the concerned department to observe the geophysical state of Manipur in advance and take preventive measures to minimise upcoming destruction due to any geophysical change. 
 
Notifying about any such change in advance is the responsibility of the officials working in the laboratory, in which computer science and physicists play an important role. 
 
Efforts are in place to set up similar observatory in India’s neighbouring country, Myanmar too. The beauty of Langthabal Khoupum Ching where the observatory has been set up and the huge number of people who participated in the opening function will always be cherished in his memory, he added. 
 
While giving presidential speech, Prof H Nandakumar Sharma expressed his happiness on opening the observatory and stated that the people of Manipur are very fortunate to have it set up in Manipur as it’s the second observatory station in India in totality. 
 
Not only Manipur but many other places in the world experience earthquake everyday. People usually don’t feel it, as it occurs in a very small scale. However, using the set up, the people of Manipur can have an advance report about the scale of an expected earthquake and record the after details of the earthquake. 
 
It would not only benefit the students but also many research scholars. Appreciating all representatives of the Ministry of Arts and Science Govt of India, he said that their presence have made the function more successful.

Chandrababu Naidu on Thursday announced that the state’s new capital would be located around Vijayawada, ending the months of suspense ever since the current capital found itself in the middle of the new state of Telangana. 
 
Making a statement in the Legislative Assembly amid a din caused by the opposition YSR Congress, Naidu said, “The Cabinet met on September 1 and resolved to locate the capital city in a central place of the state, around Vijayawada, and go for decentralised development of the state with three mega cities and 14 smart cities.” 
 
”It is proposed to go for land pooling system to be worked out by a Cabinet sub-committee,” he said. 
 
”This decision of the Cabinet is a reflection of the popular sentiment, and is affirmed by views expressed in the representations received by the Sivaramakrishnan Committee,” he said. 
 
Sivaramakrishnan committee had been set up by the Union Government to suggest the place to build the capital city of Andhra Pradesh. 
 
”Nearly 50 per cent of the representations received by the Committee favoured Vijayawada-Guntur region as the best location for the capital area,” Chandrababu said. 
 
The state government, as resolved by the Cabinet, was of the opinion that the interests of the entire state and its balanced development could be best served by locating the capital city at a central place around Vijayawada. 
 
This would enable equal access to people from all regions of the state, he observed. 
 
Before Naidu made a statement on the issue, members of YSR Congress stalled the proceedings demanding that the House first discuss the Sivaramakrishnan Committee report on location of new state capital. 
 
The House had to be adjourned twice for 15 and 10 minutes respectively as the Opposition legislators remained in the Well, holding placards and raising slogans for a discussion on the subject. 
 
Though Speaker Kodela Sivaprasada Rao, Legislative Affairs Minister Yanamala Ramakrishnudu, other ministers and Telugu Desam Party MLAs found fault with the YSRC's conduct, the opposition members remained adamant on their demand. 
 
”You can't dictate terms to the House... You can take part in the discussion and express your views,” the Speaker told the agitating members but to no avail.Reacting to Leader of Opposition Y.S. Jaganmohan Reddy's remark that there appears to be “no democracy” in the House, the Legislative Affairs Minister shot back saying, “there is democracy but no Jaganocracy”. 
 
”This is not Lotus Pond or Idupulapaya,” Yanamala said, referring to the names of Jagan's family estates. “This House is Assembly. It runs according to rules and traditions. You should follow them.” 
 
Ministers Bojjala Gopalakrishna Reddy, K. Atchannaidu, Chief Whip Kalva Srinivasulu, senior MLA Gorantla Butchaiah Chowdary and others also came down heavily on Jagan and his party colleagues. 
 
”It is for the popularly elected government to decide where the capital should be located in the interests of the state. It can't be located where you and your associates have purchased huge tracts of land,” the TDP members said. 
 
But with the YSRC members in no mood to let the House run, the Speaker adjourned it twice, first for 15 minutes and later for 10 minutes.

The report released by the UN Support Mission in Libya and the UN Human Rights Office estimated that some 150,000 people, including migrant workers, have fled the country. The report says a “climate of fear” has made citizens reluctant to speak about militia abuses. 
 
The surge of violence is the worst in Libya since rebels backed by NATO warplanes overthrew and killed Gadhafi. The conflict is rooted in subsequent transitional governments’ reliance on web of militias — many of them former rebel brigades— to restore order after Libya’s regular army and police were shattered by the uprising. 
 
UN report said warring militias have abducted members of rival groups as well as civilians, and have engaged in torture and unlawful killings. They use a “variety of weapons in populated areas,” ranging from small arms to air strikes, the report said. It added that the poor condition of the weapons, lack of training and disregard for civilian lives have made Libya’s war zones even more dangerous. 
 
Those displaced include thousands of members of the Tawergha, a community of dark-skinned Libyans accused of siding with Gadhafi’s forces during the siege of the coastal city of Misrata. Large number of ADC members from Manipur have arrived New Delhi today and they are all set to carry out protest at Jantar Mantar from 3 pm to 6 pm. "We the Autonomous District Councils, Manipur would like to draw your kind attention that successive governments both in the State and Centre have denied our rights and power under the Manipur (Hill Areas) District Council Act, 1971’. Due this situation a boycott call was made and for 20 years the ADCs were nonfunctioning in Manipur hill areas," the ADC members said today. 
 
In 2010 election to ADCs were held under the Manipur (Hill Areas) District Council, Third(3rd) Amendment Act 2008. However, the situation of the ADCs remains the same. "Therefore, we request you to highlight our grievances in your esteem Paper, Television, websites, as we sit in demonstration here in the national capital," the ADC members added. 
 
According to these ADC members, the existing 6 Autonomous District Councils (ADCs) in Manipur i.e.Churachandpur, Chandel, Sadar Hills, Senapati, Ukhrul and Tamenglong were installed in the year 1973 in pursuance of the North Eastern Reorganization Act, 1971 and later passed as Parliamentary Act called ‘The Manipur(Hill Areas) District Council Act, 1971’. 
 
"However, due to non devolution of the powers and functions under the said Acts and Rules the ADC Elections was withheld since 1989 in demand for extending the provisions of the Sixth Scheduled Provision of the Indian Constitution to these ADCs," they stated. 
 
These ADC members further said that three successive state governments in the State had adopted resolutions for 6th schedule implementation based on the recommendation of the Hill Areas Committee (HAC) Manipur. However, the issue was kept in abeyance by the State Government despite repeated reminders by the Centre Government. 
 
After 20 years, the ADCs were revived and elections were held in 2010, with a renewed hope under the Manipur (Hill Areas) District Council, Third (3rd) Amendment Act, 2008. "But to our utter dismay even as we complete four years we see no change and are denied of powers bestowed under the said Act. According to the new Act, there were 26 (twenty six) subjects enlisted under Section 29 in sub-section (1) of the principal Act," the ADC members also said. 
 
"Hence, we reiterate and demand for implementation of the long pending demand for Extension of Sixth Scheduled Provision of the Constitution in the Hill Areas of Manipur to all the 6(six) ADCs," they stated. 
 
According to the ADC members, the hill areas of Manipur is the only tribal areas in North East India which is ignored, unattended and unjustly left out from extension of the Sixth Schedule Provision of the Constitution of India, whereas, all other Tribal Areas in the whole of the North Eastern State such as Mizoram, Meghalaya, Assam and Tripura were under 6th scheduled Provision to safeguard the interest, customs and culture of the tribals. "We feel proud to be part of the Indian democracy system, but it pained our heart to experience alienation, discrimination, deprivation and subjugation. Several memorandums have been submitted to the State as well as to the Central Govt. to redress our grievances, unfortunately all these prayer have so far remained unnoticed," the ADC members further said. 
 
"We strongly believe that strengthening the ADCs under the Sixth Schedule will bring down the unrest and chaos in Manipur’s hill areas and development and progress will subsequently follow," the ADC members added.

An official statement said that programme officers of the State Health Services department met here recently to review the preparedness to face the dreaded disease even as no infection has not yet been detected in the country. Dr Pachuau Lalmalsawma, Nodal Officer, Integrated Disease Surveillance Programme, said there was no screening at the lone Lengpui airport near Aizawl. 
 
“We are yet to receive any instruction from the Union Health Ministry and the Ministry of External Affairs,” Lalmalsawma said, adding that efforts made at the international airports were regarded as sufficient by the Centre. 
 
A State Rapid Response Team was constituted, while District Rapid Response Team, headed by the Chief Medical Officer of each district was also constituted in all the eight districts.

Nagaland State AIDS Control Society (NSACS) data revealed that out of 24,872 tests carried out in Integrated Counseling and Testing Centres (ICTCs) across the State during April-June 2014, 512 persons tested positive. 
 
The figure is particularly alarming as it shows a rough trend of about 170 new HIV cases per month on an average. It may also be noted that the figures are procured from ICTCs which are linked with government health institutions excluding private hospitals and clinics that run HIV tests. 
 
The report was presented by an NSACS official during an advocacy meeting on HIV and AIDS in Kohima recently. 
 
The official stated that the current HIV and AIDS prevalence rate in the State is 0.73 per cent. This is higher than the national prevalence rate 0.27 per cent (2013).

CCDD also demanded repeal of the Manipur Hydroelectric Policy, 2012, as it only aimed to further serve the corporate interest to maximise profits from the exploitation and destruction of land and resources. 
 
“The free, prior and informed consent of indigenous peoples as outlined in the UN Declaration on the Rights of Indigenous Peoples, 2007 and the recommendations of the World Commission on Dams in 2000 are fully complied too for all development and dam building plans in Manipur,” said CCDD co-chairperson Aram Pamei in a press release. “The Government should promote a comprehensive Energy Policy that encompasses the most feasible alternate energy solutions in Manipur.” 
 
The signing of the four power projects, namely the 60 MW Irang, 51 MW Tuivai, 67 MW Khongnem Chakha and 190 MW Pabram projects, as part of the larger dam building plans over rivers of Manipur under the Manipur Hydroelectric Power Policy, 2012, is another attempt of the Government to further destruct peoples livelihood and survival sources, alleged Aram Pamei. The plan to build these dams is fraught with absence of consultation and taking the free, prior and informed consent of communities to be affected by such mega dam projects. 
 
Expressing concern over the authority’s failure to assess and learn the multi-faceted adverse impacts of dams commissioned in Manipur, she said, the Ithai Barrage of Loktak Multipurpose Hydroelectric Project has already devastated the Loktak Wetlands ecosystem and destroyed the livelihood sources of fisherfolk and farmers of Manipur by submerging more than 80,000 acres of farmland. 
 
The ongoing Mapithel dam construction will destroy more than 1000 hectares of agriculture land and forest in Mapithel hill range, she added. The proposed 1500 MW Tipaimukh Dam will also submerge more than 27,000 hectares of forest land, while displacing several thousands of people, according to CCDD. 
 
The existing dams in Manipur are functioning in under- performing stage. The Khuga dam, which intends to generate 1.5 MW and to provide irrigation to 15,000 hectares of agricultural land in Churachandpur district, has long failed to generate a single unit of power, the release claimed. The 750 KW power generating unit of Singda Dam lies rusted, failing to generate a single unit of power since its commissioning. A serious question which emanates from an introspection of underperforming dams in Manipur is why indigenous peoples of Manipur should sacrifice their land, forest and other survival sources for such unsustainable projects, it questioned.

Teasers of the movie, based on the life and struggle of the boxer from the trouble-torn north-eastern state Manipur, have already caught the attention and craze of the movie buffs, especially boxing enthusiasts. 
 
In Assam too, the movie is all set to pack a punch with eye-catching posters of the movie already intensifying the rage for the flick. A number of multiplexes and movie halls will screen the movie from tomorrow. 
 
Leading actress Priyanka Chopra will be enacting the title role in the movie, made under Sanjay Leela Bhansali Productions. The flick has been directed by Omung Kumar. 
 
A major portion of the movie was shot in Manipur, where the high profile pugilist belongs. 
 
Hemanta Kumar Kalita, secretary, Assam Boxing Association thanked the producers and the director of the movie for making the movie, which will go a long way in inspiring not just a new breed of boxers, but sportsperson as a whole. 
 
“A hero is born where a hero is worshipped and if such stories are told in an effective manner, it will inspire next-generation sportspersons and society at large,” Kalita said.

The Chief Minister of Nagaland on Thursday called on Prime Minister Narendra Modi and Home Minister Rajnath Singh to brief them about the prevailing situation in the State. 
 
The Chief Minister told newsmen that he has suggested to the Centre to put in place an LoC along Assam-Nagaland border, on the lines of India-Pakistan border, so that no new settlers can encroach on the disputed area. 
 
The Assam-Nagaland border last month saw clashes that left over 10,000 people homeless and at least nine persons dead. 
 
Meanwhile, the Union Home Minister on Thursday reviewed the situation arising out of the economic blockade called by the United Naga Council (UNC) with the Chief Minister of Nagaland. 
 
Singh assured all Central assistance to the Government of Nagaland in ensuring peace in the area. 
 
The Ministry of Home Affairs had issued an advisory on September 2 to the Government of Manipur to take all preventive measures to ensure that highways are kept free, national projects not disrupted and law and order maintained. 
 
The Home Minister reviewed the situation yesterday and discussed preventive measures to alleviate hardship to the people of Manipur, with the State Governor VK Duggal and Chief Minister Okram Ibobi Singh. 
 
The Government of India has called upon all concerned to help maintain a conducive atmosphere and desist from violence. The government has also called upon the Naga organisations to withdraw the economic blockade and the ban on national projects, which it said will cause serious inconvenience and hardship to the common people. 
 
The Centre has underlined the need for a conducive atmosphere to exist for the Naga talks to take place. 
 
Earlier, the Home Minister told newsmen that a Special Secretary has been rushed to Imphal to take stock of the situation arising out of the economic blockade. 
 
Meanwhile, the Chief Minister of Nagaland said that he was optimistic about the Naga peace talks, as a new interlocutor, RN Ravi, has taken over. “The Home Minister told me that he, too, was looking forward for a time-bound solution of the Naga problem,” he said.
