Guwahati, August 29, 2014: The State government has constituted an One-Man Inquiry Commission, headed by Justice (retd) BP Katakey, retired Judge of Gauhati High Court, to inquire into the circumstances leading to the police firing in Golaghat town and its adjoining areas on August 20, 2014, which resulted in the death of three persons and injuries to several others, including police personnel, besides causing significant losses to public and private properties.
The Commission will ascertain the circumstances leading to and the act of police firing. It will also examine whether police action was resorted to after exhausting all available non-lethal options of crowd control in the given circumstances. The Commission will further ascertain if any person or organization were responsible for inciting or encouraging mob violence. Further, it will determine if there were any lapses on the part of any authority, and, if so, will fix responsibility thereof.
The Commission will suggest measures so that such situations or incidents are dealt with effectively in future with minimum loss of life or injury and will inquire into any other matter relevant to the subject matter of the inquiry.
The Commission will submit its reports within three months from the date of issue of the notification for its formation, ie., August 28, stated an official press release here.
Meanwhile, the State government has also constituted an One-Man Inquiry Committee, headed by Additional Chief Secretary SC Das, to inquire into the incident that took place in Golaghat district on August 19, 2014 resulting in a road accident-related death of one person during police action and injury to many others, besides losses to public and private properties.
The Committee will ascertain facts and circumstances leading to the incident, besides ascertaining if any person or organization was responsible for the incident. It will also determine if there were any lapses on the part of any authority, and if so, will fix responsibility thereof. It will also suggest measures so that such incidents do not occur in future besides inquiring into any other matter relevant to the subject matter of the inquiry.
The Committee will submit its report within 30 days from the date of issue of the notification for its formation, said an official press release here today.
