Aizawl, October 11, 2014: Mizoram Governor Krishan Kant Paul has summoned the winter session of the Mizoram Assembly to commence from November 11, additional secretary of the State Assembly SR Zokhuma said.
Zokhuma said that the Business Advisory Committee chaired by Speaker Hiphei would soon hold a meeting to chalk out detailed programme of the coming session.
Meanwhile, State Finance department officials said that Finance Minister Lalsawta was likely to present the full State budget during the winter session even as the State Plan outlay for the current fiscal was yet to be allocated.
The officials said that the estimates of the scheme of financing for the current financial year (2014-15) had become clearer enabling them to prepare the budget estimates even as there were hardly four months during the current year.
Lalsawta had sought vote-on-account two times – in March and July – due to non-finalisation of the State Plan size by the Centre.
Lalsawta has earlier expressed hope that he would present a full-fledged Budget in November as the estimates on scheme of financing for 2014-2015 was more or less known.
Mizoram was yet to have a regular budget for this fiscal as the Centre has scrapped the Planning Commission before it allocated the State annual plan outlay.
