Imphal, September 19, 2014: For the first time a tripartite dialogue on enforcement of Inner Line Permit System (ILPS) in Manipur was held today at the Chief Minister’s Secretariat.

The meeting started at 2 pm and was participated by representatives of JCILPS, Political Parties’ Committee on ILPS and the State Government.

The 16-member JCILPS delegation was led by its convenor H Ibotombi Khuman. Chief Minister O Ibobi, Deputy Chief Minister Gaikhangam and Additional Secretary (Home) M Yaiskul represented the State Government. Altogether 12 members of the Political Parties’ Committee including convenor MLA RK Anand were also present at the meeting.

Briefing media persons at the Keishamthong UPF office this evening, H Ibotombi Khuman remarked that the dialogue was positive.

On the part of the JCILPS, a proposal to enforce ILPS or enact a legislation which can effectively protect indigenous people was tabled at the meeting.

However, they did not talk about any technical aspects of the proposed legislation.

The Political Parties’ Committee on ILPS said that have had held six rounds of meeting and compiled necessary documents after seeking suggestions from legal experts.

Pointing out that two such tripartite meetings scheduled earlier were aborted, Ibotombi demanded initiation of stringent action against Additional SP (Traffic) Victoria Yengkhom for allegedly sabotaging the meeting arranged for the second time.

Deputy Chief Minister Gaikhangam who is also in charge of Home Department assured that he would look into the matter.

Nonetheless, in case the Government refuses to take up any action against the Addl SP, the JCILPS would take a decision later to explore legal options as well as other approaches so that the higher authority cannot refrain themselves from initiating punitive action against the Addl SP, Ibotombi said.

The meeting later resolved to hold another meeting between JCILPS and the Political Parties’ Committee on ILPS at the Committee Room of Manipur Legislative Assembly at 2 pm of September 22.

The JCILPS delegation then raised a proposal to let them analyse the documents compiled by the Political Parties’ Committee during the meeting scheduled on September 22.

“The meeting was quite positive in totality and we are hopeful that people’s long standing demand for ILPS or a similar legislation can eventually be realised”, Ibotombi exuded.
