Imphal, August 26, 2014: The Manipur University Tribal Students' Union (MUTSU) in its executive meeting held today, unanimously resolved to reiterate its firm stand that the Central Educational Institutions (Reservation in Admission) Amendment Act, 2012 should be implemented from this academic session 2014-15.

Taking serious note of the non-implementation of the above mentioned Act which came into effect from June 20, 2012 by the authority of the Manipur University and the consequent adverse impact it has had on the tribal students' access to higher education in Manipur, the MUTSU urged the varsity authority to implement the Act without further delay.

The MUTSU said without prejudice to the other stake-holders it appealed that the Central Educational Institutions (Reservation in Admission) Amendment Act, 2012 should be implemented in toto as this Act is only endorsing the existing reservation norms of the State Government.

Moreover, Section 7 (b) of the "UGC Guidelines for Strict Implementation of Reservation Policy of The Govrnment of India in Universities, Deemed to be Universities, Colleges and Other Grant-in-aid Institutions and Centres" issued in 2006 clearly states that the functioning of all the Universities, deemed to be universities, colleges, and other grant-in-aid or research institutions and centers within any State shall follow the percentage of reservation prescribed by the respective State Government.

According to MUTSU, implementation of the Central Educational Institutions (Reservation in Admission) Amendment Act, 2012 will not affect other stakeholders in Manipur.

It is noteworthy here that this Act is doing justice to the tribal students which the earlier Act of 2006 .

(Central Educational Institutions [Reservation in Admission] Act 2006) that provided only 7.5% instead of the 31% reservation as per the Manipur State Reservation Norms.

Taking into account of all the stakeholders, MUTSU said hopes that the Academic Council in its collective wisdom will do justice by implementing the Parliamentary Act "Central Educational Institutions (Reservation in Admission) Amendment Act, 2012" from this academic session 2014-15, and brings back normalcy and conducive academic environment in Manipur University in the larger interest of the students.

However, MUTSU said it would like to make its stand clear that it will not remain silent if its genuine demand is not honoured.

MUTSU said that in collaboration with all the tribal students' organizations and civil societies of the tribal in Manipur is fully prepared for intense agitation against the varsity authority and the State Government in case the Central Educational Institutions (Reservation in Admission) Amendment Act, 2012, is not implemented from the Academic Session 2014-15 .
