Kangpokpi, September 19, 2014: Kuki Students’ Organization, Sadar Hills (KSO) has disagreed with the clarification made by Additional Chief Engineer-III, PWD, Manipur as stated in a press released issued by Superintending Engineer (Hqs), PWD, Manipur, media coordinator on September 6.

KSO president Thangminlen Kipgen countered the press statement by the department stating that the organisation meant to articulate the shocking condition of the road at a few site or section where construction activities have been already executed. More than 7 to 8 kilometres of the road are totally undesirable for the public while pointing out that nearly half a kilometre of road widening has not been executed at all.

“We have never heard a contractor in the name of Kalanchung, who according to the PWD Department is the responsible contractor in the road construction work between Chawangkining and Thonglang Akutpa” asserted the KSO Sadar Hills supremo before adding that the student body only knows those subcontractors and engineer who supervised them.

The students’ body chief further lamented that restriction to pay ES to the contractor concerned even after four months of NEC’s release of the ES amount in May is an indirect step to suffocate the contractors while making them work doggedly. The action signifies the lackadaisical attitude on the part of the Government. He further said that the delayed payment of the contractor concerned is the key to the stagnation of the work progress.

Regarding the Additional Chief Engineer's clarification on the embezzlement of Rs 15 crore, KSO Sadar Hills stated that there are no such maintenance works taken on this road.

The organisation further demanded a detailed information on plain paper regarding the total sanctioned amount from NEC for the construction of the said road; major tender five times package 0.00 to 70.00 i.e. Kangpokpi to Tamei including bridge and protection works tender acceptance amount; total saving amount after major tender; total amount of work order issued newly after package tender and total amount of payment made so far for the construction work.
