Nineteen year old Sangipa Hajong would have been alive today had she chosen to stay in the comfort of her home in the higher grounds of Chipragaon as heavy rains lashed and the waters of Daru river began overflowing and submerging paddy fields and settlements nearby. 
 
But, she could not bear the thought of her relatives and neighbours stranded in the rising waters and rushed out of her home to give a helping hand. 
 
Thus, she was able to rescue two small children and a woman and get them to a safer place. 
 
The woman was ill and shivering with cold, so she made her way through the flooded paddy fields for the second time in the hope of getting some clothes and ration. 
 
However, within seconds the water level began rising and she found that it would be impossible to carry them with her and hopelessly began to trudge back homewards along with 11 others, all holding on to a long bamboo pole. 
 
All of a sudden a strong gush of waters came over them and the bamboo that they were holding broke into two. 
 
In the turmoil and amid shouts for help, nobody noticed that one of them had gone missing. 
 
About three hours later when the waters began receding, her body was found unconscious lying head down close to a shrub in their paddy field and was taken to Ampati hospital where she was declared dead. 
 
The deceased, Sangipa Hajong, who was the second daughter of Sunil and Suchitra Hajong, had high hopes and dreams for her future. 
 
"She was very hard working and industrious and would even do the chores that could normally be done by men only. 
 
She used to tell us that when she finishes her education and get a job she would purchase better farming tools for us", her father said. 
 
Her mother recalled that till the last hours before the tragedy struck, Sangipa would play a song on her mobile and dance in front of her family members as a rehearsal for "some school function" . 
 
Eligous Sengbat G.Momin, Principal of Ampati Sub-Divisional Higher Secondary School, of which she was a student, informed that the annual sports week of his school was due to be held from September 23 and added that she must have been rehearsing for the same. 
 
According to him, although she was just an average student having had no proper foundation, she had worked hard, passed the internal exams and had been promoted to class XII . 
 
She was also punctual and her attendance was good, he said. 
 
South West Garo Hills District Administration officials have visited the bereaved family of the deceased and informed that an ex-gratia of Rs.1.5 lakh would be given to them as soon as it was sanctioned by the State Government. 
 
It has also sent a proposal to the authorities to confer a gallantry award to the girl for her act of bravery.

The approval was given by the RO during the scrutiny held today in connection with the ensuing by-election. 
 
With the ECI still recognizing the MSCP as an active party, fate of the five MLAs of the party who joined the INC now lies in uncertainty. 
 
The five MLAs are RK Imo, MLA Sagolband A/C; P Brojen, MLA Wangjing Tentha A/C; Karam Thamarjit, MLA Keirao A/C; Janghemlung Panmei, MLA Tamenglong (ST) and Nemcha Kipgen, MLA Kangpokpi (ST). 
 
Notably, president of MSCP, Adim Panmei had filed a petition to Speaker of Manipur Legislative Assembly pleading disqualification of the five MLAs. 
 
Next hearing of the petition will be held on November 5. 
 
Speaking to media persons following the major political development, Adim Panmei said that MSCP is an influential political party which has been working tirelessly for development of the State and asserted that with the ECI still recognizing the MSCP as an active political party, it has now proved that the joining of the five MLAs in the Congress party for their own interests amounts to unconstitutional and indiscipline act. 
 
Exuding confidence that the five MLAs would face disqualification for trying to erase the MSCP by merging with INC, he appealed to the electorates of Hiyanglam to vote for Th Laiba in the election and give a chance to the party to serve the people.

As per the Railway Budget announcement, the railways are planning to connect New Delhi with Naharlagun, 15 km away from Itanagar, with a bi-weekly Rajdhani Express within this year after the necessary railway infrastructure is in place. 
 
However, the powerful All Arunachal Pradesh Students Union (AAPSU) has opposed the plan maintaining that no traveller will be allowed to enter the State without the mandatory Inner Line Permit (ILP) which a non-Arunachali has to obtain from the State Government before visiting the State. 
 
“We are ready to run the train. The tracks are ready, stations are ready, the whole system is ready. The problem is of ILP. Once the issue is resolved, we will run the train,” General Manager of North East Frontier Railway Ranjit Singh Virdi said over phone from Guwahati. 
 
A senior Railway Ministry official said in New Delhi that efforts are on to resolve the ILP issue with the State Government. Railways are hopeful of resolving the ILP issue and a train like Rajdhani is likely to be launched this year. 
 
“We will not allow anyone to enter Arunachal Pradesh unless he or she carries ILP. If we allow, the State will be flooded with influx which we cannot allow,” AAPSU president Kamta Lapung said over phone from Itanagar. 
 
Lapung also made it clear that the proposal to allow passenger with a confirmed railway ticket to enter Arunachal Pradesh instead of the ILP will not be acceptable to the AAPSU. “We will oppose 100 per cent if one says that a train ticket will allow a person’s entry,” he said. 
 
The threat from AAPSU had led to the suspension of Naharlagun-Kamakhya (Guwahati) Express train since April 2014 after running for just two weeks. 
 
“A person entering Arunachal Pradesh should be photographed, his local address recorded and he must leave the State once the validity of the ILP is over,” he said. 
 
ILP and Protected Area Permit (PAP) are required for non-Arunachalis entering Arunachal Pradesh, which shares border with China and Myanmar, as it comes under the restricted area category. A person entering Arunachal Pradesh is given an identity card (ILP) as per the mandatory provisions under Bengal Eastern Frontier Regulation Act, 1873. 
 
ILPs are required by Indians other than natives of Arunachal Pradesh for entering any place in the State. 
 
This permit is issued by the State Government offices at Delhi, Kolkata, Tezpur, Guwahati, Shillong, Dibrugarh, Lakhimpur and Jorhat. 
 
A foreigner requires PAP or Restricted Area Permit (RAP) for entering Arunachal. They can obtain the permit from all Indian Missions abroad, Foreigners Regional Registration Officers (FRRO) in Delhi, Mumbai, Kolkata, Chief Immigration Officer, Chennai, Home Ministry, Delhi, and Arunachal Pradesh Home Commissioner’s office at Itanagar. 
 
Minister of State for Home Kiren Rijiju said a mechanism should be put in place so that passengers do not face inconvenience on one hand and the concern of the students on ILP is also resolved on the other. 
 
“Once such a mechanism is in place, I do not think there will be any problem. We must encourage people from other parts of the country to visit Arunachal Pradesh,” he said.
