Haflong, September 12, 2014: The North Cachar Hills Autonomous Council Employees’ Union today refused to withdraw its ceasework, which completed three days today, until its pending salary for nine months is cleared along with 100 per cent dearness allowance (DA).

However, the employees’ union will allow officers and employees involved in the process to clear the pending salaries.

The toughening of stand comes a day after the council’s chief executive member Debojeet Thaosen described the ongoing ceasework from September 9 as “unacceptable”.

Around Rs 46.8 crore is required annually to pay the salaries of the council employees and if their demand of 100 per cent DA is met, the salary expenditure would rise to Rs 60 crore.

The total earning of the council is between Rs 15 crore and Rs 20 crore.

“Though the council is in full empathy with the employees, the decision of the employees’ union to agitate comes as an obstacle in the process undertaken by the state government and the council to release the funds,” Thaosen said.

Dispur has earmarked Rs 30 crore, which is to be paid as salaries, at the council’s request.

“The ceasework and non-cooperation of the employees will only delay the process,” Thaosen said.

The ceasework has brought all development work in the district to a standstill.

Bulk appointments made by the council in the past without considering its financial implications is responsible for the present stand-off.

The salaries of the employees were paid regularly till September 2009 by diverting development funds.

However, after the government banned the diversion, payment of salaries became a problem.
